Interestingly, you have to apply in person at a library. Having arms missing would qualify you, but you need a doctors letter. You'd think the absence of arms sticking out your shoulders would be sufficient proof in those circumstances!

I now have internet connection in my flat so i can post more now. My brother's just helped me bring my clothes over from the old place. I knew i was a hoarder but not that bad! I have piles and piles of clothes to sort out.
