You mean the extra 'cleaning wipe' as it says in the handbook to mine . So what are the other wipes supposed to be then?
My first car was an Austin Metro which had a separate button for the washer, a brilliant idea as it didn't automatically activate the wipers when the washer jets were frozen, thus avoiding smearing the screen with crud. Nowadays it's like bl##dy washer squirt roulette!
I had a mk3 Golf that had heated washer jets and I'm pretty sure they always worked well enough though.

Generally the heat from the engine is enough to keep the washer jets working unless you've only driven a short distance.

Theoretically, but it never seems to, even on a decent twenty odd minute commute mine can still be frozen after I've got to work, although I'm sure mine are in the plastic scuttle away from the engine heat rather than in the bonnet.
I always carry a plastic bottle of water which can be used when stopped if necessary.

The extra wipe is to wipe away dribbles of fluid that run down from the top of the windscreen after a few seconds. Apparently, as explained to us by the Nissan salesman when buying my wife's car. It does seem to work reasonably well at that.
