Or even worse, those who stop but can't/won't reverse. Many years ago I was driving a tractor with a huge slurry tanker on the back; I met a group of young girls in a Fiesta on a country lane and the driver couldn't reverse! I had to reverse the tanker about 100 yards and then drive into a gateway for them to pass, but at least she did say sorry. Others just refuse to back up because they think they are above such things

Many years ago I was on holiday on South Wales - Cardigan to be specific
Went out for a walk on the coastal path starting near Poppit Sands - there is a long uphill single track road that winds up to the cliff tops
Coming back down we came across a car that just stopped dead
I could see a passing place - just a gate just well big enough - about 30-40 yards behind them but they refused to move. I knew there was no passing place - not even close - for a long way behind me and it was all uphill and round corners.
At the time I lives in North Wales and used a lot of single track roads so I was used to keeping track on where they were when driving on them so I knew how far I would have to reverse.
I got out and went to talk to the couple in front.
They flat out declared that they COULD NOT reverse to the passing place - even after I offered to guide them.
SOmeone came up behind them , saw the problem and reversed back easily - then came to offer to help
no way they were going
Now - I was considering just staying there and having a little picnic while we waited - but I had my partner (now ex - who could be 'difficult') and our daughter in the car - and the little one was hungry
so I ended up reversing - took a while at when I finally stopped it was in a cloud of clutch smoke
The clutch actually lasted just fine after - but I was expecting it burn out on the way home!
