easy fix that... just cut out a section of top tube and weld that in.

The bloke is not as stupid as you think... It is MUCH easier cutting through a seat tube than a chunky d-lock!

Indeed; sadly I think you're right on the money and we shouldn't laugh as it's ultimately just another sad example of how the stupid and morally-bankrupt serve to degrade us all. Someone probably cared about that bike at some point
