There's such a culture of it around here. Most don't drive dangerously to be fair, they just cruise around town repeatedly and create nuisance but little danger.

There are a few who like to use the road where I live as a racetrack though.

I know a group of people who decided to stop a similar misuse of the local roads using tractors.
Took about two months, and a few calls between those involved, but they slowed them down. Simple things like opening and closing every gate, every time. Not rushing whilst driving. Often meeting them head on when they'd the front loader attached. The road past the church was transformed.
