I got a pair of these from Lidl for £8.99 for just these types of occasion:

If they were £8.99 have you tried using them?
May find that they're not quite as hard as the lock and won’t cut through!
Friend bought a cheap pair of side cutters that wouldn't cut copper cable without wearing an indent in the cutting edge.
That's what he said anyway, could have forgotten to turn the electricity off before cutting cable, that would cause an indent in the cutting edge.

Any such offers would be most gratefully received...the poor timrous wee beastie is currently attached to a handrail near Clissold Park, strictly part of Hackney, tho' in truth it's just up the road from Stoke Newington. I'm off now to see if my friendly lbs man can help.
