There are social and legal standards, and many will abide by these, (in fact the majority) because they recognise these standards as reasonable.
Then there are those (like this girl) who believe these social and legal standards do not apply to them and will only observe them if forced to. That "force" is the fear of the consequences of failure to comply
As the community we have every right to expect her behavior, indeed the behaviour of any individual to meet those standards and also have a right to expect censure that reflects the potential consequences.
If as a community we feel the censure is inadequate then there is also a right to question that censure and to seek a level of censure that is apporpriate
