It's not hopeful, it's what's happening., Brighton and Hove installed 200 lamppost chargers. The costs were met by the Office for Low Emission Vehicles and the operator Electric Blue. Westminster also used funding from the on-street residential chargepoint scheme and the go ultra low city scheme and funding from Ubitricity (owned by Shell). Portsmouth installed again thanks to the Office for zero emission vehicles (they keep changing the name). Funding is usually between central government and the provider. Anyhow, what's a Tesla doing using a public charging point - I thought they were all charged for free at their own superchargers or at home overnight from stored solar energy
