Yes it is. Quite interesting (with respect to all the victims of course) that this looked to me like a turning point from "we don't need to lock our doors" to "don't go out alone if you're a woman". very sad
Yes - the investigation was very critical of a lot of things
The attitude of the senior officer towards women in general was horrendous
and if they were also "no better than they ought to be" then they were just ignored - even if they were survivors and saw him
One of the final scenes was of a wall with all the photofits - and the real arrest photo

It seems to have marked the start of a change - but a change that was VERY slow and laborious when it didn;t need to be
