Not sure if Decathlon are still doing them, but that have bibs with A-Tex windproofing in them - I use these when it gets down to zero. There is a pad, but it's thin and not shorts quality, so still use my shorts under.

Cheers - you in a large?

[edit]would you say they are good enough for a few degrees south of zero?

Mine are a large but they are pretty stretchy. The roubaix material seems good down to about freezing I wear bib shorts with them as well, but they don't have windstop panels so on a really cold day I would tend to wear ( yes @potsy I know) Aldi ones or the Biemme ones I had on on Saturday both of which have windstop panels around the knees and are just that bit better in really cold weather.

I wear my Altura Winter cruiser tights when it's cold, very warm with a fleecy feel to them.
Only trouble is they are waistband and not bib tights, quite fancy a pair of bibs next time.

Think I will look for ones with windstop then.

Buy and keep both, then use the shorts with leg warmers on days when the weather isn't a dead certain?

I've too much cycle clothing & I know they would be wasted.

3 pairs of running tights. Decathlon £20 jobbies fine down to about 5 deg. Got bib shorts for weekend. No need for 2 pairs of shorts for weekend / occasional use.

Got loads of stuff for the commute.

I'm really after some longs that will be good for 5 deg down to -5.

Can't help with the cold weather clothing at the <£60 budget, I paid a handsome sum for my winter 3/4 and tights (rated 0-15 degrees), well worth it IMO and they are very warm but it is mostly an extravagance (I bought them when something good happened financially speaking - not a lottery win ) and there are likely cheaper tights out there that will perform at least nearly as well if not as well, I just don't know of them.
