Its not uncommon to see this twattery in Richmond park . I think its Kingston gate that has the pony school with little girls crossing the road on horse back and living the dream only for some idiot to come screaming off the hill when everyone else has stopped .

What is shown in the video is not typical behaviour of cyclists in general, but it is typical of racing cyclists, and I speak as one who raced a lot in my younger days. Like it or not, once you pin a number on your back and ride competitively the red mist comes down and woe betide anyone obstructing your progress.

Been there, done that and seen it extensively from myself, fellow competitors and also as a marshall and a motorcycle escort. It is not right by any means, but it is fact.

That's as maybe. What was shocking about the cyclists was that they should have known that the horse and rider were "vulnerable road users" just as much as cyclists. God knows, we whine about it enough.

You can imagine what has happened. Bunch are racing down the road. Horse ahead. Those on the outside go around the horse (too fast but at least they went around it). Those on the inside are left with a choice: to go outside they have to brake and go behind the fast cyclists outside them. Or keep up their speed and fly up the inside

Of course, being idiots they chose the latter. Must keep up at all costs. Competitive red mist

I honestly don't think any cyclist would choose to overtake on the inside of a horse at speed, no matter how much a cock they are.

tl;dr was the horse rider on a closed road event?

I don't think it was. The BBC News report had quotes from several irate motorists who were mildly inconvenienced (ie: performed dangerous overtaking maneuvers to get to their destinations ten seconds quicker) by the race.

However you cut it, they did choose to pass on the inside, they had options, including stopping or slowing and passing on the outside.

Judging by the distance the horse travels on the video, it was not right on a corner.

They chose to not lose ground to their competitors.
