Cheers this is what I'm thinking. The company who sold
Me the bike originally have me a medium and said it was right for my height and inside leg however I had no clearance at all over the cross bar. The smaller bike is fine but the seat goes no lower than the medium size.
I was going to take the approach of the above have my seat lower than it probably should be while I get used to the handling gear and brakes and then raise it up.

If you cant stand over the crossbar and touch the ground, then the bike is to big for you imho.

It is possible that the seatpost fitted is too long. If it is a small frame with a sloping top tube a long seatpost may foul the bottle cage bolt on the seat tube when you try to lower the saddle.

I have clearance over the crossbar unlike the medium frame. I just think it's weird that the seat goes no lower than the medium bike when presumably it's for a short arsed rider (me!)

i would hazzard a guess 'youngoldbloke' has hit the nail on the head, it was the same on my wifes road bike, tiny frame, fitted with an across the range seat post, it would not drop low enough due to the bottle mount even tho Claire still has around 4-5" of post out the frame now its changed.
as for seat height, there are formulas that have been available for years to get you started.

(iirc its inside leg in mm / 0.885 then mesure from crank bolt inline with seat tube, and set the saddle height to that mesurement. IF i have remembered correctly this is a starting point, but other things such as crank length, foot size ect come into play.) i maybe wrong as it was 88-91 i worked in the trade.

Why not post a picture of you sitting on the bike, that way people will be able to see the problem and give you better advice.

Taking an inch or 2 off of the seat post should not be a problem, as long as when you have it back there is at the least couple of inchs inside the frame.
