This is a double-whammy. Managed to park across cycle lane + dropped pavement AND on the zig-zags of the zebra crossing. At that moment a police car came by and I attempted to get their attention but they failed to see me and carried on. I’ll throw this question out to other forum members : would the police in their patrol car have been sufficiently interested in this infringement anyway ?

Is the block paved area for parking?

As I am standing, taking the photo, there is indeed a short area where just one or two cars can pull in for loading / unloading but I don’t believe that overrides the fact that this particular car is parked on the zig-zag lines.

I'd say encroached on rather than parked on as the majority of the car is off road. The window open suggests they are dropping something off or likely not to be a long time.

It's crap parking but I'm not sure it's worthy of getting the police involved
 
I had to negotiate this brilliantly parked Passat when walking to the chemist earlier. I was tempted to walk over the bonnet, or maybe try to borrow a pram and drag it across the bonnet. But at least the driver had left the hazard lights on!

It is well known that putting hazard lights on over-rides the need to obey any laws

I suspect a murder suspect could walk free if they had parked their getaway car outside with hazards on

This is known!

I think the SUV is just in a queue of traffic (unfortunately - I would love for it to have blocked them in)

The SUV is parked. That's onstreet parking along the kerb.

It looks like whoever lives in the house has tried to get out and found their way blocked? Then, compounding the issue, has left their car to go and hunt for whoever's blocked them in.

It doesn’t matter if the car is off road - the roadside markings still apply to the extent of the highway, which goes beyond just the road. “Encroached” is just semantics - it is illegally parked.

Road markings apply from the centre of the carriageway to the outer edge of the footway, and include any verges etc between the two. Drivers cannot escape parking prohibitions by parking on the footway.

This chap/chapess is parked in a crossing zone, which in addition to the usual fine etc is endorseable if the police ticket for it. Short of the driver seeing someone collapse and they stopped to give CPR, there is simply no excuse for that behaviour. Brevity of offending is neither defence or mitigation.
