@Spartak are you sure there aren't wires crossed here? Apple seem to think you want access to the data stored on the iCloud account associated with the iPad and will provide you with access to it once there is a court order. They specifically say that even with that court order and access to iCloud you still won't be able to use/access the iPad unless you know the passcode
or perform a factory reset. The reset should be possible as long as you have a computer available to plug the device in to.
So what do you want to do? Get onto the device to see content on it? Access the iCloud account to view content synced from the iPad? Reset the iPad to use it yourself from fresh? The latter should be possible (follow the guide posted earlier in the thread), and unless you know the passcode you won't be able to get into it anyway (unless you ask an Israeli cyber contractor!).
