As in the opening word of an answer from a politician or other senior establishment figure. Surely they mean 'Listen' not 'Look'? In any case, to me, their use of the word is akin to saying, "Are you thick or something? Don't you understand? Pay attention, listen and learn you numbskull" What's more, the fact that this device was so widespread within the "political community", the integrity of their whole statement/interview lost its credibility for me. To be fair, I haven't heard it much in recent weeks so perhaps the L word has had it's day?
Not to mention "in a sense"!!It may have ebbed from political discourse, but tune into 5Live and you'll still hear it regularly.

You're quite likely to hear the equally annoying 'for me' and 'to be fair' quite a lot too! 😉
