I'm not sure what the problem is. If they said "man" you'd know it was someone over 18 and (maybe) below pension age, so a range of nearly 50 years. As they said "teen", it's a range of 7 years. Much more precise.

I think the issue is that a 19 year-old can be both a teenager and a man. The media choose which one depending on how they want to report it.

Teenager immediately makes me think of someone who is 14 or 15.

WHEN IT SAYS MAN IN A HEADLINE, IT USUALLY MEANS SOMEONE UNDER PENSION AGE.

Ok, your momentary guess was 4 years out. When I think "man", I think 35. So my guess would be 16 years out. So (as 4 << 16), teen is more accurate.
