I've been adjusting the Dura Ace hub I serviced the other day.... the others are new so I'm not going to touch just yet but I took the cap that protect the digital adjusting mechanism off and mounted the hub on a wheel stand and I think I found the spot where the bearings are not too loose at 10 to 12 position (see picture) which would indicate that Shimano instructions would make the bearings too tight. I cannot at the moment carry out the test to see whether the ball bearings are too tight.
Having the hub / wheel mounted on the wheel stand is really effective with the new digital adjustment system and the info you posted above.
Once the hub is adjusted, the cap is put back on and that locks the digital adjustment in place, a doddle TBH
