I would say, inspired by your manhole cover post @Salad Dodger , metal surface road 'furniture' and white lines are a risk we all take account of on every single ride: I'm saying they are NOT 'low level.
Very high likelihood; moderately high hazard: so definitely up the right top corner in the risk matrix.
Control measure/mitigations = constant attention and deliberate avoidance; if unavoidable momentary deliberate maintenance of velocity: non-operation of brakes, stay straight and ease off power.
Good luck to those close to the eye of the storm today.

good point
however, the trick might be getting to the bike bit with all your limbs still attached - sharks can be quite unreasonable when it comes to obeying the rules of the race organisers
