Personally speaking, I've never been a fan of the soft shell idea. I do own an expensive Mountain Hardware jacket (obviously not used for cycling but extensively used in the hills). The phrase "water resistant" means carry extra gear just in case. I'd rather have base /mid layer to suit conditions, with a good hard shell to protect against all elements.
It is a personal choice thing and to be fair, I have a cheap Aldi winter jacket which is fine for short stints or nailed on, no rain days.
