You wouldn't. But it's a daft and pretty selfish idea IMO.
How am i supposed to get to places i can't get to on my bike?

Public transport costs a lot, to get to far away places. As for taxis. They're even more expensive.Public transport, taxi, lift off a friend?
Suppose you got the pass tomorrow(signed for by your doctor) then attended the appointment, with a specialist(ophthalmologist) who reported back to the surgery that your sight wasn't bad enough, and you had to give up the pass?On the subject of my eye sight and the buss pass i mentioned a few months ago, i haven't got a buss pass yet. My GP said that if i got confirmation of the state of my eye sight, from my optician, she'd verify it and write to those who issue them on my behalf. When i went to see the doctor two weeks ago it was a different GP who said she'd refer me to see an ophthalmologist. It seems that they're dragging it out. Now i have to wait till my appointment in October,to see what happens. I don't think the ophthalmologist will be happy that i'm only there to get him to sign a buss pass for me. This is one of the reasons why i'm thinking about driving again. If they think i'm not "blind" enough for a bus pass then i might as well buy a car and drive again. I bet i wouldn't be the only one out there with restricted eye sight who still drives.
How far?How am i supposed to get to places i can't get to on my bike?
Not just the distance. I can't keep cycling long distances but also the weather gets too much sometimes, especially as i get older. I'd like to see my mother in Blackpool more often but i can't cycle there now. Ok,i could do, but it'd be hard. How far?
You'd pay roughly what I pay for travelling to Manchester or York. That pass isn't going to allow you to travel where ever you want to, or at times when you want to. I've got by over the years by using public transport, not cheap as you've said, or by bike or just walking there. The walking may be slower at times for me, part & parcel, but I'm not willing to let anything stop me. Slow me down, make itself known that it'll hurt at times, but never stop me.Not just the distance. You can get a train from Accrington to Blackpool (and back on the same day) for £25. I've just looked it up and that's a same day purchase - advance booking and a railcard would make it even cheaper.
When i said Blackpool i meant Lytham St Annes, which is about 5 miles down the coast. That'd mean a bus journey from the train station, or take my bike on the train, which is probably frowned upon. I think a cheapish car would be better in the long run. Besides,i'd also use it locally for shopping trips etc. I'm having to go out shopping nearly everyday, as i can only fit a few items in my saddlebag.
