I'm concerned about the security of the old flat/building. I know the handyman put these "hard to break in" screws on the door, but i've just been round on my bike to find the security light isn't working now. Some residents have left lights on, but as someone who's worked on empty houses (window cleaner) i can tell right away if a house is empty or not and a left on all day light says to me that it's empty. I'm surprised they haven't put one of those These premises are patrolled 24/7 and CCTV in use, posters up. I'll be glad when i get get my belongings out the place. More or less everything i own is in that building.

On a serious note(!) You'd like to think they'd make decent security provision for those that have had to leave property there.
On the one I linked to, all that was done was doors secured, then all ground entry points when everyone was out.

If that's the case here I could understand why Accy is concerned. It'll be common knowledge that the building is unoccupied, and Johnny Lightfingers and his chums will soon be sniffing around.
Businesses remain open though.

That's odd. Do they wear asbestos underpants?

As above..

I rented a small flat many years ago..
It had a card meter,i thought it rather expensive, i later found out i was paying off the owners 400 quid unpaid leccy..

I suspect you will be fine if its in the contract But evidence can be priceless when dealing with utilities
