What I meant was imo this won't be a TT where being on the bars and hammering it will be where the majority of the time is spent.

indeed and there is also stage 20 with 2 cat 1's near the end. Bonus seconds on the line....
whoever is behind after the TT will have to attack those two finishes.

Well, it's more the design of the stage. There's next to no chance of making any GC gains on it even if you weren't too busy swilling champagne. It's a sprinters' stage.
