By "luck" do you mean France having an attack the butterfingers? I suppose you could call the opposition screwing up "luck", the problem is that but if you did then you'd have to account your own screwups as bad luck. If that's the case England have had some terrible luck recently
I was a bit disappointed with France because I wanted to see some amazing rugby from them and they weren't in top form today. But the match was really good entertainment. I especially liked the "Wacky Races" passage where one side would attack, spill the ball, turn it over to the other side who would counter-attack, spill the ball ... Not great rugby, but great entertainment
As to the forward passes, there were tons from both sides. There always are. The officials use an interpretation that is not the same as the law as written ("towards the opposition's dead ball line"). They add, tacitly, "in the passer's moving frame of reference". It's just how it us. We can just hope that they do so consistently.
