The insurance company is still liable, I believe, but some (all?) policies will allow them to recover some of the cost from the driver. But I doubt he has enough funds to cover the total cost.

Could be an initial payment followed by ongoing payment that the driver can cover each month

For any claim for him, but 3rd parties should be paid, it would be an interesting conversation in the Claims Department!!!
 
To get there he wiped out a large section of concrete wall

He didn;t manage that at walking speed!

Lucky he only killed a wall and his car - at least he didn;t injure any innocent by standers
which seems to be more luck than judgement

Just seen some more about this

apparently he went between 2 tress before he hit the wall - distance between the trees was only a few inches more than the width of the car

He must have been driving like an absolute nutter

In the early 60s I would travel to and from school every week day. Always on Monday we had a ‘Brittania’ 70000 class locomotive from Stamford to Oakham the rest of the week we had Mogul class locos to and from school. On the return from Oakham we would stand where the loco cab stopped and we were always invited onto the footplate for a few minutes, it was an honour to experience this. The stationmaster approved of our interest.

I know a while ago some insurace companies were stating that they would pay 3rd party claims, but then attempt to reclaim the cost from the driver in the event of accidents caused by drunk driving. Don't know if this took off or became industry practice.

But the cost of this must be pretty big. Train cancellations aren't cheap, and on a line that busy for a whole day, that must really be adding up. Plus the cost of repairing the bridge and temporary barriers, plus the costs of removing the vehicle and repairing the OLE, not counting the inspection cost of the bridge and track to confirm all is OK.
