They've all passed driving tests. They already know how they're supposed to behave. They simply choose not to through negligence or selfishness.

Knowledge is not the problem.

Actually, a lot of it is.

The course isn't mainly about teaching you what the law is, they should already know that.

It is mainly about teaching you why. A lot of people break the law because they don't think it makes sense. Learning the reasons behind the law makes you more likely to obey it.

Naw, I am more with Drago, I very much see your point, but such as the people in the middle lane on the motorway. They know and they have chosen that course of action regardless of others.
 
I attended one about 8 years ago. I was doing 35 in a 30 limit. The course was well run and I gained a lot from it. I came away feeling positive, almost like a refresher course in driving. Most I spoke to were about the same speed over the limit, I think the allowance is 38mph to get an invite for the speed awareness course. Again mostly were taking it all in, except one. A right PITA who thought he was a comedian and making jokes when the tutor was asking questions. Everyone gave him a wide berth.
There was no hatred towards cyclists or horse riders or anybody. When I went in to work next, a colleague asked me how it went ? I said pretty good, well worth the time. He`d been on one and said he thought it a waste of time. Myself I am willing to learn and if I did something wrong I`ll put my hand up. There are a lot of drivers who need an awareness course as well as a speed awareness course.
