Good god, what a shocking attitude.

Looks like the mech has been caught. That is not maintained - the chain is years past it's best (looks like it's rusted to fark). That damage won't kill you, but it will catch the spokes again and rip the mech and a few spokes off.
I seroiusly doubt anyone has done that delibrately.

No it's not, looks like the cage has caught the spokes - not strange.

Have you reported this on any of the many other cycling forums (fora?)?
If so, maybe you could provide links to the response, so we can see where we're going wrong.

A fatality could result from that damage.

You'd have to run someone over and stab them through the heart with the derailleur before that would cause a fatality. Indeed, if you're worried about safety then you wouldn't be running a bike with such a nacked chain and tired mech in the first place.

As an aside, what exactly are you hoping the police will be able to do for you? It's been some years since patrol cars were equipped with an assortment of bicycle spares in the glovebox and a bike mechanic bound and gagged in the boot.
