The ladder is 180cm long. Assuming that there isn't a rung at 0 and 180, that puts rungs at 20, 40, 60, 80, 100, 120 and 140. 7 rungs. 7 rungs from the top is the bottom rung, which touches the water.

Edit, wait, no its not. Are you sure the ladder is 180 and not 160?

1) How vertical was the anchor chain at the start?
2) How well was it holding?

If it was vertical and firm to begin with, the sea water climbs the ladder. If it was on some kind of catenary curve, it's anybody's guess.
