I would love to recommend a quality fish and chip shop in Birmingham, sadly I am yet to find one. What I can advise is to avoid Big Johns chain in the Birmingham area, they sell the foulest muck in all creation, it's the type of food you only ever eat after a day on the razz.

I haven't had any good chips for ages. Years ago the Cafe at Lock 51 on the canal near Rickmansworth did amazing chips (it's only a little hut- I've no idea how they did it). Different management now, still a good stop (usually after I've been to the Household Waste Recycling Centre!) but unsure about chip quality. The chinese takeaway/ chip shop at Berkhamstead station is good for chips.

Chilton Chippie, County Durham. Very good, great value, and even better value on a Tuesday night when it has an offer of f+c twice for £6.50.

Yep, and its a lot cheaper than Harry Ramsdens round the corner.
I went to the originals Harry Ramsdens donkeys years ago before it became a chain and for all I know now owned by a Japanese investment outfit - cajoled there by the Yorkshire husband of a friend's sister. It had a hell of a reputation but to be honest I found it so-so and couldn't understand the supposed holy wonder of the beef dripping treatment.

It’s all been a bit northern on this thread so far so by way of balance this is my local. I haven’t eaten fish for a few years but it was always excellent when I did. Chips are smashing, staff are great.
If we're doing London, the Golden Chippy, Greenwich High Road, is excellent, especially their haddock.

There's a good place in Shap up in Cumbria, it also has a small eat in section, can't remember the name though. Considering that it's a one horse town it'll probably be the only one there.

Silloth on the coast near Carlisle has a good chippy on the corner of the green, and also a lovely bakery not far along the road as well.
Went to the caravan park for a forgettable weekend a few years ago in Siloth...the saviour of the weekend was the chippy ! Well there's not much else there, especially on a cold wet weekend with two teenagers.Interesting place though.
As for the vinegar debate,I usually take a bottle of Sarsons in the car...I can't eat fish and chips without vinegar. My partner would say I might aswell just drink it the amount I put on.

If you're up in The Smoke one of the best is The Seashell in Lisbon grove just up from Marylebone Station.

That's at the end of my sister's street. The portions aren't huge, but man are they tasty. Didn't look anything like that the last time I was there, though that was some years ago.

Closer to home - Laura's Fish Bar in Whitley Bay is amazing, as is Trenchers - a Whitby import.

Not sure it necessarily qualifies as a chippy, but Riley's Fish Shack, just up the road in Tynemouth, is unreal for fish.

And The Waterfront in North Shields' (aptly named) Fish Quay is also superb.
