Avoid anything with suspension. It's just a sales gimmick and adds weight to the bike. Stick to fully rigid frames.

The Ridgeback looks functional
Won’t be the lightest with steel fork and price seems quite high but the market is tough right now

If your based in Glasgow I found a link to a bike project where they recondition donated bikes and sell them to help fund the charity. I volunteer at a similar place to this. You should be able to pick up a couple of bikes here well under budget.
