I can't find anything in the ETRTO standards for
car tyres stating what rim diameter a given metric value would represent.
Those standards always specify the rim diameter in inches. Which must seem even more weird in continental Europe, where they don't normally use inches at all.

The only standards document I can find which does give nominal rim diameters in mm for the standard inch designations is this UNECE one

And if you look at annex 3 and/or 6 , you will find that 16 designations have a nominal rim diameter of 406mm. 20 designations have a nominal rim diameter of 508mm. Though they don't actually say they are inches, they just call them codes
Now for
bike tyres of course, we have a completely different set of standard designations (produced by the same organisation), and for those, you would be right. But we weren't talking about bike tyres, because unlike car tyres, those don't usually have these mixed metric/imperial designations on one tyre.
