It was the first penalty which was petty ! He wasn't gaining any advantage not was he threatening Perez by placing his car at an angle .
Whether it was petty or not, the rule would appear that the whole of the car must be in the box, his car wasn't hence a penalty.

If follow the petty thought process through, think of the flex on the wings, the limit is 5mm Oh but it's only flexing 6mm we'll let it go, it's only 6.5mm we'll let it go, but at which point do you not let it go?
The last race was also a farce with Ocon instantly going into the pits for penalties.
But they were all self inflicted, he was in the wrong position like Alonso, they worked on the car under 5 seconds, then he was speeding in the pit lane,
They seemed to penalise Alonso pretty quickly yet allowed both Red Bull drivers to cut across the corners without incurring a penalty .
Alonso's was an obvious infringement, the crossing of the corner was even handed, each driver was given 3 warnings, then a black & white flag, then a time penalty, I'm sure there is somebody in each team's garage counting these & advising when is the best time to use their allocation to the best advantage.

The safety car was a joke, the broken car was not a hazard to anyone. Gets to be a bigger joke every week, Not sure how much longer i can watch this circus.

Yes in hindsight it was, however they have been taken to task many times about having marshalls on the track recovering cars whilst racing it still live, not sure what cameras were available to the control room to see exactly where the car was, once again kudos to Stroll for doing the best he could, if the telehandler had been another couple of yards further back he could have rolled all the way off.

From what I heard on the commentary, it seems that there was a computerised system for determining the location of the car, which indicated that it was still on track and thus the safety car was sent out.

All the cars run timing / GPS transponders. But this is the problem with technology - you become so reliant on it that you don't stick your head out of the window to actually look. Either that, or it's a total breakdown between race control and the marshals on post.

The cynic in me says the SC was thrown to allow Max to make up that 20-something second deficit...

It was certainly for entertainment value and surprised they didn't run VSC.

Alo got a cheap stop to keep him in the hunt. VER also closed back in

Speaking of which - the stewards have seen sense and given Alonso back his podium.

It was certainly harsh.

Should be banned & removed as an option, it's either safe or unsafe, bit like only being a little bit pregnant.

A delta of -40% should make it relatively safe without needing to alter the race outcome by bunching the pack up and allowing some drivers an advantage.

There are times where a full SC isn't needed.

Why is a VSC any less safe than an actual SC?

You still all have to run at a constant speed with no overtaking, you just don't all get bunched up behind the SC first.

Smaller gaps between the cars as they go round the track. If you need to have people on track cleaning up debris etc, or to be able to get a lifter to the right place, it's safer to have the cars together so you know where they all are.
