I think they were waiting so they could defend against the predictable Roglič attempt to gap them with a finish sprint.

It's very different being allowed off the front when he was a helper of a crashed-out leader who'd not yet won a grand tour stage, compared to now as a protected favourite. He'll have to do as he's told if he wants to keep going to races with support for the GC.
