Never having ridden one, in what way is titanium a nicer ride? Or is it about the weight saving on steel and lack of rust?
Ti does give a lovely plush ride. Well that and the fact you can have fatter tyres at lower pressure. I think weight saving is minimal and rust isn't usually an issue on any looked after bike.

Rear camera/light combo for £39.99, with 3-year warranty ?

I have had an older version on my bike since 2017 and it is still going strong.

Mine's not up to Go-Pro quality footage or sound quality, but it has usually been quite sufficient to get registration plates of drivers coming close enough to cause me concern.

And anyone can get a dodgy SD card - exchange it or stick a better quality one in there, and you've got a long-life camera/light which will be more than enough to provide evidence when needed.

EDIT - I bought one to see what it was like, it is .AVI footage again, which I can't edit on my Android phone, it has no wi-fi/bluetooth to download footage to phone. So it is pretty basic.

In short, it looks like the specs are the same as in 2017, same manufacturer (Quesh) and that's fine as far as it goes. I'll wait for a higher spec option to replace mine, but I think it would be a good option for someone looking for a "just in case" camera with relatively little cost. I can imagine having it running happily on a commute or a group ride to catch close passes, for example.
