I have been hit by a car and it stung like feck. As for a question of competence, it is not the competence of the cyclist that is the issue it is the ability of other traffic to give the cyclist adiquate space. A lorry that is being overtaken does not necessarily have the ability to give the cyclist enough space. Riding in the secondary position with traffic approaching at 70mph in those circumstances is in my view as a cyclist is too risky, and as a driver is adding an extra slow moving hazzard to the road.

seen it myself about 20 years ago on the M61... Lycra clad bloke on a road bike heading towards Preston* on the Hard shoulder.

*and also towards an awaiting motorcycle copper with a very bemused look on his face

Crossing control operates an escort for cyclists. Some of their vehicles have bike racks to ferry people and their bikes across, not sure if you have to pay for this service
