reading the wiki it appears to be used in men as a method of stimulating testosterone production in those with low levels so in a doping use it would be to increase it above normal levels ,

Try a paper bag. It's cheaper and not on the WADA prohibited list. At least not until they realise it can be used to carry drugs so people can't read the box labels. Then it'll be listed as a masking agent, like Jiffy bags.
