Dan B is correct. Various bods on the street can issue penalties. Only a court can issue a fine upon conviction. Indeed, it's against government guidelines for any issuing body to refer to a PN or FPN as a fine. Indeed, it's a criminal offence for a private company, such as a parking enforcement firm managing a car park, to refer to their penalties as fines - that's something they are not and to describe them as such is fraudulent.

I don't remember signing a contract for council tax . I remember they called it poll tax and then changed the name .

Exactly...its a little more complex than I made out but its true...

"A little more complex" must be the C21 equivalent of "Up to a point, Lord Copper"
