Nitpicking, but I don't think anyone at all can issue you with an on-the-spot fine, including the police. Thy can give you an FPN, and then you have x days to pay it.

On reading that I think it was more that he was fined for being an annoying @rse, of which a part of it was going "wooo".

I've spent one evening in Pompey, and was followed out of a pub by the Elvis impersonator who serenaded me al the way to the car, and later that evening a man first tried get in my car (at which point I think he thought I was a minicab) and then tried to solicit a handjob with a couple of very succinct gestures (one hand opened his wallet, you can guess what the other hand was doing)

Traffic wardens can only issue a ticket to a vehicle with a windscreen and tax disk
And breaking a by law results in something that actually a civil matter and any fine is nothing more than a demand for money...like council tax...if you don't sign a contract you can't be made to pay...technically

I don't remember signing a contract for council tax . I remember they called it poll tax and then changed the name .

No. Only the police can do that. Possibly community support too, but you'd have to check.

Nope , not in Scotland anyway , you can just walk away and ignore them!

Nearly ran over a local traffic warden yesterday ,he was pacing towards a unsuspecting driver like a junk house dog after a bitch in season,forgot his basic green cross code ,managed to get my shoulder onto him and stay on,had a little choice chat with him.....

It seems a common trait in traffic wardens as I remember one crossing straight in front of me last month, although not as close as your incident!

I saw two PCSO walk straight by two scrotes riding their BMX bikes the wrong way up Bridge Street and Sidney Street which are one way this morning. PCSOs are useless. Their only purpose seems to be to talk to old people.
