Sorry if this sounds a dumb question to some of you . If a traffic warden sees you cycling on the pavement can he issue you with a on the spot fine ?

Don't know, doubt it. But if I'd have one shout ''oi you come take this fine''. I probably wouldn't hear. Unlikely to ride on a pavement, but a lot of cycle lanes merge in to them and/ or would only be on one suitable or for good reason.

Might depend on who runs it. Round here the County Council runs the 'civil parking enforcement' so only have powers related to that area of work. In different parts of the country there might be different setups and might have ties with the police and potentially have some Police powers.

Probably not. But apparently you can be fined for going into a cemetery, raising your arms above your head, and saying, 'Wooooo.' http://www.theguardian.com/uk-news/...be-ghost-portsmouth-cemetery-anthony-stallard

He has a history....... and although it sounds like fun, it is hardly what you want when visiting a relatives grave.

There were also criminal damage charges as well (IIRC)

Basically an unpleasant drunken yob who deserved all he got!

No. Only the police can do that. Possibly community support too, but you'd have to check.
Ummm...theoretically yes but they'd have to catch you first surely?
I had one (a PCSO) shouting at me to stop whilst I was on a shared pavement last year and stood in front of me.
I mumbled 'I'm busy and in a rush' as I crossed the road to avoid him.
He had the peak of his cap touching his nose...you know the type

I had a PCSO have a "chat" abut not dismounting at a "Cyclists Dismount" sign.

After explaining to him that it was an advisory sign, he informed me that I was wrong, so I pointed out the big parking sign at the next junction and aksed him if that meant that all cars had to park......

He mumbled something and walked off

So it seems that if a cyclist can ride off and get away with it it's ok. A bit sad really - does that mean if a motorist knocks you off your bike and you don't get his number and he drives off that's ok too ?
