42 seconds and they don't take the opportunity to tell a wide audience that their tax discs are not road tax discs and do not entitle them to priority over cyclists/pedestrians/horse riders. Many drivers will think "I'm being asked to be nice to cyclists even though they don't pay road tax, and therefore have less right to use my roads" or something similar.
What an opportunity missed.

How old is that car? If pre 1965 it doesn't have to have belts I believe.

I agree with Bromptonaut, it's a Merc from the '80s, so will have seatbelts fitted. I had the old static belts in my TR4a (1966 model) and friends who had older TR2s or 3s often fitted them with modern inertia reel belts or even racing harnesses.

It's been pointed out elsewhere that in addition to the potholes there is another hazard. The carriageway edge is stone setts - not something you'd choose to ride on.
