I think Londoners are also in better shape in general so it would stand to reason there would be better cyclists.

Obviously it's a question-begging question. 'Better' involves a wide range of variables, as against, say, 'faster', which involves only one. I'd say London cyclists are better London-cyclists, which is to say only that someone from Warrington, even if a 'good' cyclist, might find London a bit bewildering at first. The city presents its own unique combination of challenges. But as to whether Londoners are better in any broader sense than that, it seems unlikely.
