There are about 168 diplomatic missions based in the city of London, including Embassies, Consulates, High Commissions of various countries.

As of December 31, 2023, a total of 161 embassies, high commissions and consulates owed more than $182 million combined in unpaid congestion charge fees, according to TfL data.

Since when was 161 out of 168 a "minority"? Good luck getting that money.
Presumably because most of the 161 do eventually pay up. It's only a 'stubborn minority' that don't.
