That depends rather on where you are downloading it from. If you and the server are in the same timezone, that will usually be true. But if you are downloading from a server in a different timezone, it may not be true - either the server itself or the route from it to you may suffer congestion.

Not quite sure what word you intended when you typed "wary", but there is nothing hard, or scary, about changing disc pads on a bike. Normally a 5 minute job.
