It's not been there forever but maybe a few weeks. I assumed it was a staff member's at the shop, although it's been there consistently and yes; the lack of chain suggests it's not moved for a while. Tyre's not flat however and I suspect the guard's only like that because it was fitted incorrectly..I suspect that Triban has been there a while. As you say, no chain, a flat rear tyre, mudgard out of place
The Triban in the first pic very much fits with "You're doing it wrong". Slammed(ish) stem, high saddle, guards and those pedals? Very random.
I'd agree with some of that, although it strikes me more as something bourne out of practicality on a budget. Other than that guard obviously - there's no excuse for that
