If you get the right stuff, then you don't need to wear too many layers.
As it get's cooler, the Aldi Soft shell winter tops are very good (£15). Use these with a base layer and thay are good to just above freezing. Once it drops that low, I use a
Decathlon windproof thermal (£60) - again I only need one base layer. This top is good to about minus 10 !! With cold you need some windproofing. The Aldi tops are windproof on the front, allowing your back to breath and act as a radiator.
Legs, then it's normal tights until less than 5c (£40-£60 at Decathlon, £15 at Aldi), then it's thermal tights (Decathlon), which have windproof sections on thighs and knee - just enough to keep the cold out.
You'll need a few pairs of gloves, which type is very individual as some people suffer the cold in feet and hands more than others. What might be fine for me, might not be for you.
Overhshoes are a good consideration for the wet and cold. I use BBB Hardwear Aquashields - on their 4th year, and whilst tatty, still keep out the cold and rain.
