Whether these cases can be proved or not should not really be the point. If the police were at least to take an interest in these cases and perhaps just aproach the registered keeper of the vehicle for an informal chat it might actually start getting through to motorists that they cannot have it all their own way.
Regardless of whether footage would be good enough for the cps to make a conviction surely it is worth 20 minutes of a coppers time to knock on a door or even make a phone call to the owner and just tell them that their vehicle had been reported and filmed in an incident and that they might want to either be more vigilant when driving or more discerning about who they let drive their car.
It has got to be as much about raising awareness and changing attitudes as anything else and I think if more motorists were aproached informally at first it could go a long way to acheiving this.
