Congrats to @fossyant for suggesting a reason the wheel wouldn't go in that none of 'us' thought of; probably because squeezing an inflated tyre between rim brake blocks is a known need and skill learnt early in life. Though how that resulted in a broken hanger, goodness alone knows.

So that's two of us puzzling over how the feck you can break a hanger putting a wheel in. Unless you tried to force it in with a club hammer?

To be honest I would have just split the grommet with a sharp blade, put it around and then it would assume the correct shape again when pushed in the hole.
