Sorry folks memory blank remind me, I should just have to loosen stem bolts and turn no need to loosen headset top cap bolt to turn ?

just done the same job and yes, I had to loosen the top load bolt to release some pressure

Exactly as you say, loosen top cap bolt, turn forks, nip the bolt back up to hold the position.
