I think Tim Deqclerq might be up for it, but there aren't that many. I don't think Intermarche have anyone capable of a revenge attack.

I'd think most of the circling will be planes transmitting the race. Helicopters mostly follow the route a bit closer.

At Eurovision this year there was a police plane circling the event tightly for a good few hours. Security was very high.
