Prat isn't the word I would use now, more likely the word for a loop formed by separating one strand of a rope during splicing, or perhaps the gap between three barrels in a stack.
I went to sort out the injectors on a very nice private Edwardian launch on the Thames a while back, the boiler wasn't filling, so the owner was having to use the hand pump constantly and was considering having a pump on the prop. shaft.
I was at a complete loss as to what was up, had the injectors apart, cleaned them, checked the pipes all OK. Then I filled the boiler and lit up. The pressure built up nicely, too nicely, the gauge soon showed 300 psi and then was against the stop, on a boiler certified for 120, but not a wisp of steam from the safety valves! In effect we were sitting next to a bomb. Fire out just in time and I asked the owner if anyone else had looked at it. It turns out that our "guru" had been to see her about a fortnight previously and suggested that a higher pressure would "squirt" the water into the boiler better so it would be a good idea to screw the safety valves down solid!

It seems our Guru was "something very minor in the city" but decided that he wanted to work with "boys' toys". As none of his local back-street garages would take him on as a MOT tester, he took his childhood Mamod engine to pieces, possibly read a book and decided he was now an expert on steam engines. Get some cards printed and off he goes, spreading damage and injury wherever he wanders.
Seriously, I can't install a gas cooker or wall socket, I need to go to a doctor to get my ingrowing toenail seen to, proper qualifications are quite rightly needed for those things, but anyone who fancies it can tamper with pressurised vessels containing gallons of scalding hot water and dangerous machinery.

We discussed this at great length last week. So you do not need to tell me what you told Mr X, and then what Mr X said in reply. Furthermore I do not need to know, in the minutest detail, what X said when he arrived, what he said he would do, what he did, how he told you what he did, and what you said to him about what he did, and then what he said in reply.

I think some of this needs to be said to someone with influence. This guy will kill someone if he carries on!

The pressure systems regulations acts, that were the result of the enquiry into the Flixborough Disaster, should stop this sort of thing happening in setting up the requirement for a “competent person” to assess and review pressure systems. What it doesn't stop is "incompetent people" giving advice to people who are unaware of the requirements.
Similarly the gas safe register (what used to be CPRGI registration) and the NICEIC Certification, don't actually stop incompetent people installing gas and electrical systems. Only when the house in which the system is installed is sold and no certificate can be produced, would it highlight that the systems are not installed to the required standards and may require additional work.

Completely understood about the regulations. The point I was (badly) trying to make is that this guy is known to be going round describing himself as a "steam guru" and really ought to be stopped from doing so. What he has done is beyond incompetent as anyone with even the most basic interest in steam power knows the consequences of preventing the safety valves from opening.

What I'd like to know is has he advised anyone else to do the same? Does he have his own steam engine on which he might have screwed down the valves to boost the power? This guy needs his wings clipped urgently!

The Health and Safety Executive would probably be interested in this guy passing himself of as a "Competent Person" and giving advice, and dangerous advice at that, on things he obviously has no experience or qualifications in. Under the regulations he is probably engaging in a criminal act by doing this.
