Really? Because the majority of people who publicly beg (not all) are injecting drug users and their legs will be in a bad way with track marks and abscesses, bruises etc.

When I was at school fixed percentages of exam candidates were given grades A to U. Unfortunately it also meant that a fixed percentage of exam candidates had failed the exam before they had even took it!
